What a check tells you
- Whether BIPA issued it. A reference that is not on the register was not issued by BIPA, whatever the paper looks like.
- Whether it is still true. A certificate is a frozen record of the register on the day it was issued. The register moves; the certificate does not. A genuine certificate can be out of date, and this check says so rather than leaving you to assume.
